Add raw metals, ore overlays and High/Low Fantasy modes. Carry over the tested fuel, door, ranged weapon, rail, recipe, repair and world-upgrade fixes. Fix flickering bars and keep optional mods in their own development profile.

Bring the 1.18.2 version up to date with the features and fixes we've tested in the earlier ports, ready for 3.1.0.118021.
The main additions are KiriCattus' ore overlays, twelve raw metals, and High/Low Fantasy modes. Ore textures now follow resource packs, normal mining supports Fortune and Silk Touch, and raw metals can be crushed, smelted or blasted. The config screen is available from both the Mods list and OreSpawn.
Fixes carried into this version:
Existing block and item IDs are kept. High Fantasy remains the default for old configs, and Base Metals copper generation remains off by default. OreSpawn 4.1.0.118021 is the pinned dependency; there is no MMDLib dependency or second ore generator.
Normal development launches now use only Base Metals and OreSpawn. Tinkers and Mantle have a separate optional-mods profile. Tests and datagen stay out of the public jar, and local notes, worlds and generated test output stay out of Git.
The README and changelog are updated. Local checks passed all 65 unit tests and 39 required GameTests, the packaged client and dedicated server, generated-data verification, the release-jar audit and Eclipse isolation. Two clean builds produced identical main, sources and Javadoc jars, including an offline rebuild. Manual testing is complete; the PR checks will repeat the release gates before merging.
