feat: distribute the Windows CLI through the Microsoft Store - #631

Package the compiled Windows binary as an MSIX and publish it to the Microsoft Store, which signs it and surfaces it in winget through the msstore source. `winget install --id 9MSZ1ZDKSW8Z` becomes the Windows install command. - distribution/msix: manifest, logos, Store product ID, and a build script that packs the binary with makeappx - upgrade and the update notice send a Store install to `winget upgrade`, since the package directory is read-only - install.ps1 runs `winget install` first and keeps the direct download for machines where winget is missing or blocked, CI, and pinned versions or directories - release-binaries.yml uploads the MSIX; publish-shims.yml submits it with the Microsoft Store Developer CLI - remove the Go-shim winget package and its winget-pkgs submission - ARCH-013 syncs the manifest version; ARCH-017 gains a store-identity rule covering the product ID, install.ps1, and the install pages Signed-off-by: Rhuan Barreto <rhuan@barreto.work>
