Stacked on #19.

Generated projects are never published to PyPI, so the template no longer ships a release path:

  • Deletes template/.github/workflows/release.yaml (semantic-release version bump and draft GitHub release) and publish.yaml (PyPI upload).
  • Drops the workflow_call trigger from the template's ci.yaml. Only release.yaml used it.
  • Removes the PyPI badge and the "Releasing" section from template/README.md.jinja.
  • Deletes test_generated_release_keeps_local_workflow_ref_unpinned. It only checked release.yaml's local workflow reference.

This also removes the last zizmor finding from #19 (artipacked in the template's release.yaml). The test suite passes: 29 tests.

Not removed: the [tool.semantic_release] config in template/pyproject.toml.jinja. Without the workflow it does nothing. Say if you want it gone too.

Existing projects: this changes only newly generated projects. Projects that copier update from the template will see the workflow deletions as part of the update.

Generated projects are never published to PyPI. Drop the template's release.yaml and publish.yaml, the workflow_call trigger only release.yaml used, the PyPI badge and release instructions in the README, and the test that only covered release.yaml.
