Overview
Adds a Dev Containers setup so contributors can open the repo in a standardized VS Code/Codespaces environment.

The new .devcontainer/devcontainer.json uses the universal devcontainer image with Node 18, Ruby 3.1, and git, pre-installs extensions for AsciiDoc, Ruby, YAML, EditorConfig, and GitLens, and runs a post-create step that installs Ruby gems (via bundle install when a Gemfile is present) and optionally npm install / make deps if those files exist.

Wrong remote user for universal image

remoteUser is set to vscode, but mcr.microsoft.com/devcontainers/universal:2 only provides a codespace user. Dev Containers and Codespaces cannot attach as that missing user, so the new environment fails to start.
